The 21th century is the era of severe competition for human resources.Salary,one of the important means of attracting,incentive,and retaining the capable persons takes the un-replaceable role in human resource management in a company.Establishing salary-culture may solve the problem of disjunction between the strategic salary management and the company's business strategy.
