农民工养老保险在城乡间转移的接续方式设计

农民工的养老保险与城市职工存在较大的区别,农民工在参保后,其养老保险往往得不到顺利接续,农民工中断养老保险、中途退保的比例较高。如果农民工参加了社会养老保险后,又不得不在中途退出养老保险,那么将农民工纳入社会养老保险体系将不具意义。本文通过研究农民工养老保险的城乡接续方式,以寻求解决这一问题的根本途径,为有关部门提供一些行之有效的建议,使农民工的养老保险能真正保障农民工的老年生活,本文是对这方面进行具体研究的一次探索性的尝试。

As a new social community in China,peasant-workers who live in the city edge have big differentiation with the vast majority of urban staff and retirees.Their endowment insurance also presents certain specialty.If peasant-workers have to withdraw endowment insurance in mid-course again after attending the social endowment insurance,bringing them into the social endowment insurance system won't have its meaning.Only we solve the problems of continuing endowment insurance and promise to pay enough fees in the certain years successfully,can peasant-workers receive old age pension in their old age.Obviously,it has important social meaning.The purpose of this essay is to explore a method of continuing peasant-workers endowment insurance and solve the problems.In this way,the writer wants to provide some valid suggestion for the officers in order to guarantee peasant-workers' lives in their old age by successively promulgated and implemented the basic social insurance policies.
