Social Security Network: Defect of System and Optional Policy——Based on MLSG in 4 Rural Areas of Fujian Province

实行农村最低生活保障制度,是建设农村社会保障体系的一项基础工程,也是构建社会主义新农村的基础工作。福建省农村最低生活保障制度已全面实施四年,本文通过对闽四山区农村低保保障力度的实证检验和骗保行为的博弈模型分析,指出其实施效果如何偏离了政策目标,进而提出完善农村低保制度的路径选择。

The establishment of minimum living standard guarantee(MLSG) system in rural areas is a basic project of the rural social security system,and it is also essential to construct socialist new rural areas.The MLSG system in Fujian Province has been carried on for four years.Based on our empirical study on the MLSG policy in four rural areas in Fujian Province,this paper points out how the policy deviates from its original targets,and then puts forward some proposals.
