摘要
在我国城市土地资产经营的过程中,由于土地市场并非一个完全竞争的市场,由于土地作为最重要的生产要素其价格往往易于受到政府政策选择的干预,由于土地市场上还存在着比较严重的政府官员的寻租行为和开发商相互间的不正当竞争活动,由于目前的关于土地方面的税费体系还存在着诸多的不合理成分,由于隐性土地交易的行为还普遍存在,因而土地价格实践中所表现出来的往往也就并非经济学意义上的由供求平衡影响所确定的均衡价格;相反,在某种程度上,它更多体现的是对现实中土地价格的歪曲并进而形成了通常所说的土地价格的异化问题。
There exists price distortion more or less in China’s urban lands operation and transaction,in which the final transaction price can not reflect the equilibrium price determined by the relationship between market supply and demand judged from the perspective of economics.The reasons for this phenomenon are as follows: China’s land market is not a market with perfect competition;the lands are the most important production factors,the price of which tends to be easily influenced and even controlled by governments’ policies;there exist lots of rent-seeking behaviors among government officials as well as unfair competition between land developers;many unreasonable factors in the tax and fee system concerning lands operation and transaction are still uncorrected;There still exist lots of implicit land transactions in China.
