航运功能贯穿于京杭运河发展历程,既是历代开凿、发展、治理运河的初衷,也是运河的核心功能。从京杭运河山东段航运在经济社会发展中发挥的作用,提出必须坚持保护开发利用并重的原则,大力发展航运,做到在发展中保护,在利用中保护,在保护中更好发展、利用,才能不断延续大运河的作用和灵魂。并提出发展航运的具体构想。

Shipping function,which extends through all the development course of the Beijing-Hangzhou Canal,is not only the original intention of the excavating and developing in all ages,but also the core function.Due to the Canal plays an important part in the economic development,this paper points out that we should make great efforts to promote the development of the Canal.And at the same time,we must pay equal attention to the protection and exploitation to make sure that we can make more use of the Canal in the future.This paper also puts forward the concrete framework to develop the shipping function of the Canal.
