由于旅游发展环境的巨大变化,"十一五"期间旅游业普遍面临进一步发展或者说"二次创业"的问题。立足现状和目标,分析旅游"二次创业"存在的困难和问题,有针对性地作好途径选择和方法选择,是旅游发展"二次创业"成功的保障。

Because great changes in development environment call for a Second Undertaking in tourism had been present in the Eleventh Five Year Plan Period,for success of the second rise ,tourism must study the present situation to set proper goals, suggested solutions to present difficult problems, and put forward ways and measures.
