从政治上来说,公安机关与媒体的关系是一种被监督与监督的关系。这是现代民主政治的基本制度安排,也是权力关系的必然体现。在现代民主社会,实施舆论监督是新闻媒体的重要功能之一。公安机关作为政府的职能部门,拥有广泛而重要的权力,必须接受媒体的监督。公安机关与媒体虽然存在着多种维度的关系,但最关键的则是政治上的被监督与监督的关系。公安机关只有摆正自己受媒体监督的位置,警察权力才能受到有效的监督,进而才能更好地履行职责,这是民主社会探讨警方与媒体关系问题的根本意义所在。

Politically speaking,the relation between the police and the media is the relation between being supervised and supervising.It is determined by the modern democratic politics.In the modern democratic society,supervision is one of the key functions of the media.As a functional department of the government,the police have extensive and important power;as a result,the police must be supervised by the media.In spite of the multi-dimensional relations between the police and the media,the key is the relation between politically being supervised and supervising.Only when the police are fully aware of the relations with the media can the police be effectively supervised and better fulfilled their duties.
