印巴在克什米尔问题上的困境与出路

克什米尔问题是印巴分治的产物,是印度和巴基斯坦两国关系中的核心问题。自印巴分治以来,印巴因争夺克什米尔的归属陷入了多重困境,至今仍然看不到彻底解决的迹象。克什米尔问题关系到巴基斯坦的"生存权"(安全)和印度的"发展权"(权力)。印巴之间的三次战争和多次武装冲突都没能解决克什米尔问题。通过外交途径,以和平的方式实现克什米尔问题的最终解决,是印巴双方走出克什米尔困境的必由之路。文章认为,"实控线边界化"方案是印巴在克什米尔问题上的现实选择。

The Kashmir issue is the consequence of the partition of British India and the core issue between India and Pakistan.The conflicts between India and Pakistan over the past 60 years of their independence have led the two countries into multiple dilemmas that no sign of final solution can be seen up to now.It relates to the right of existence for Pakistan(security) and of development for India(power).The Kashmir issue hasn’t been completely resolved through three wars and many armed conflicts between India and Pakistan.To fully resolve the Kashmir issue in a diplomatic and peaceful way is the realistic strategy that both India and Pakistan must develop.The paper holds that the conversion of Line of Actual Control into official border is the realistic choice of resolving the Kashmir issue for India and Pakistan.
