International Criminal Court has the right to administrate international crimes happening in contracting countries even if the crime was committed by the citizens of non-contracting countries, according to the law of International Criminal Court. It is against the principle of relative effect. The jurisdiction of International Criminal Court has territorial jurisdiction, but due to the very serious characters and harm of international crimes, international Criminal Court and courts of different countries have special jurisdiction. All these powers can be followed by some former cases. At the same time,it is an efficient way to satisfy the needs of beating international crimes.
