Cultural industries and cultural undertakings are 2 main fulcrums for socialist cultural construc- tion as well as the basic element and key battleground for the strategy of culture development.This paper points outs that we must pay attention to the concern and devotion for public cultural undertakings when calling for de- veloping cultural industries,this paper probes into some ideas for balanced development between cultural industries and cultural undertakings.
