NSFC重大项目“大型水利工程对重要生物资源长期生态学效应”的立项思考

Proposal and Considerations on the Major Program:the Long-term Ecological Effects of the Large Dams on the Important Living Resources

摘要 针对我国水资源紧张与生物资源可持续利用的矛盾 ,通过生命科学部六处、工程材料学部五处和地球科学部四处共同组织多学科专家反复论证、生命学部专家咨询组评议及国家自然科学基金委委务会审议 ,最终启动了“大型水利工程对重要生物资源长期生态学效应研究”这一重大项目。旨在探讨大型水利工程与生物资源持续利用关系的多学科整合型研究 ,解析大型水利工程对重要经济生物资源的影响机制 ,为建立我国可持续发展的流域经济、合理的流域管理体系和符合生态安全的水资源开发制度提供科学依据。本文介绍了“大型水利工程对重要生物资源长期生态学效应”这一涉及大型水利工程与生态系统健康命题的立项与思考 。 Witnessing the conflicts between the exploitation/use of water resources and the sustainable utilization of living resources, the National Natural Science Foundation of China (NSFC) has proposed a major program related to the long\|term ecological effects of large dams on the important living resources after peer review and argumentation. This Major Program aims at developing an integrated framework for the research on the relationship between human activities and living resources so as to understand the mechanisms of the effects of large dams on those important living resources and to supply the scientific basis for the sustainable development of the watershed ecosystem. This paper presents the propositional processes and the relevant considerations on the major program, i.e. the long\|term ecological effects of large dams on the important living resources, a proposition related with large dams and the healthy of an ecosystem. Moreover, the significance of the integrated research framework for such a crossed multidisciplinary subject is discussed.
