政府横向业务整合模型研究

Research on government horizontal business integration model

政府横向业务整合作为电子政务的重要组成部分,目前已经成为电子政务理论研究和工程实践的焦点领域。文章提出了以业务协作中心为核心的政府横向业务整合模型,有效地解决了组织间业务整合的难题,减少了整合复杂度,更加符合政府组织和管理体制。

GHBIMS(Government Horizontal Business Integration Management System) as an important part of E-Gov construction has become a focal research field of E-Gov theory and engineering practice.This paper proposes a GHBIMS model centered as Business Collaboration Center,which can resolve the problems of inter-organizational integration and reduce integration complexity,and is more suitable for government organization structure and management mechanism.
