循环经济立法体制的特点主要表现在它既遵循法律法规体系的基本原则,又体现循环经济的基本规律。在参考国内外发展循环经济立法体制的现状及循环经济立法体制的特点的基础上,建立和完善循环经济发展方面的立法体制建设:基于生命周期理论在资源使用层面、废物排放层面、废物回收层面、社会层面建立循环经济的立法体制并设计了实施原则。

Following the basic principles of the legal system as well as recycling system is the characteristic of the legal system of circular economy.In reference to the current state and the characteristics of overseas and domestic legal system of circular economy,the legal system of circular economy is established and perfected from the aspects of using resources,wastes output,recycling wastes and the whole society based on life cycle model.Meanwhile,its implementation principle is designed.
