基于农民工市民化特征的城市化战略研究

Study of urbanization strategy based on peasant-workers'characteristics of citizenry

城市化是市民化的载体,市民化是城市化的核心内容。城市化进程中农民工市民化呈现出了市民化成本的"高价化"、市民化进程的"二元化"、市民化结果的"半市民化"等特征。基于这些特征分析,在坚持多元城市化协同发展战略的前提下,以大中城市为核心组建城市集团,以小城镇优化升级为重点发展县域经济,以产业结构调整为内容发展具有集聚效应的非正规经济部门,以制度创新为保障优化制度环境,以加快农民工市民化进程。

On the one hand,urbanization is a vehicle of citizenry;on the other hand,citizenry is the core content of the urbanization.During the urbanization,the peasant-workers' citizenry has took on the characteristics at high price of cost,a duality process and semi-citizenry result.In view of the analyses of these characteristics,we must adhere to the premise of the multi-urbanization strategy development in coordination,take the metropolis and medium-sized cities as core to construct the city circle,take the town's escalation as priority to develop the county-region economy,take reorganization of the industrial structure as content to develop irregular economy departments which have the assemble effects,and take the innovation of the system as guarantee to optimize the system environment in order to upgrade the process of the peasant-workers' citizenry.
