基于智力资源的辽宁区域竞争力分析及教育对策

SWOT analysis of Liaoning regional competitiveness based on intellectual resources and countermeasures for the development of higher education

知识经济越来越影响着世界和未来,知识经济发展的两大支柱是人力资本和知识资本,区域竞争力的核心要素就是人力资本和知识资本相加而和的智力资本。如何更有效、更快捷地培育、利用、提高地区的智力资本成为提升区域竞争优势的关键。高等教育承载着人才培养、科技创新、社会服务的社会功能,是智力资本发展的源泉与依托,从而成为区域经济发展的原动力。通过对辽宁省高等教育与智力资源的SWOT分析,得出高等教育在促进区域竞争力提升中存在的优势与不足,面临着机遇和挑战,并提出对策与建议。

Knowledge-based economy influences the world and the future increasingly,and the two pillars of knowledge-based economy are human capital and knowledge capital,which add to be intellectual capital as the core elements of regional competitiveness.The key of raising regional competitive superiorities lies in how we can cultivate,use and improve the intellectual capital more effectively and quickly.Being the source and support of development of intellectual capital,higher education functions in personnel training,innovation,social services,thus becoming the driving force for regional economic development.This article analyzes the SWOT(superiority,weakness,opportunity & threat) of higher education and the intellectual resources in Liaoning Province,drawing the advantages and disadvantages of the higher education in improving the promotion of regional competitiveness,and puts forward some countermeasures and suggestions.
