摘要 人才强校最为关键的是,要能够留住人才,人才是最宝贵的资源。二十一世纪高等教育的竞争,主要是人才资源的竞争。面对经济全球化、社会信息化和高等教育国际化的冲击与挑战,通过激励、授权、心理、控制四力相衡大力加强人才制度建设,既是提升高校综合实力的需要,更是确保学校健康发展的需要。 Qualified personnel can strengthen the institutions of higher education.What counts most is avoiding brain strain since qualified personnel is the most valuable resource.The competition in the field of higher education is mainly concerned with the competition for the talented personnel.Confronted with the impacts and challenges of the economic globalization,social informationization and the higher education internationalization,we strengthen the establishment of the system of talented personnel by means of keeping the balance of encouragement,empowerment,psychology and control,in order to meet the needs of promoting the comprehensive strength of colleges and universities and ensuring their healthy development as well.
