On the Demonstration System of Public Interests

公共利益表达机制就是现行法律框架内,在公共利益受到公权力行使的有害影响或遭遇克减时,允许有关主体通过一定途径借以表达并诉求的制度安排。其表达主体为人大代表、社团组织和大众媒体,其表达途径为立法建议和议案、开放性的网络、公益诉讼,构建这种表达机制对维护公共利益有重要意义。

The demonstration system of public interests means,in frame of the present law,it'll arrange some chan- nel to express requests and lawsuits by some main bodies concerned when the public interests are affected or reduced by the administration of authority.The main bodies of expression are representatives of people's congress,mass or- ganizations and public medium,and the channel of expression are the proposals for legislation,open up net and law- suit for public good.The composition of this system has a significance in defending public interests.
