Use the Scientific Concept of Development to Guide Urban Planning

城市规划是城市建设和城市发展的“龙头”,要在城市定位的基础上把握和体现科学发展观,从以人为本的角度认识和理解科学发展观的精神实质,分析我国规划中存在的一些问题,以以人为本的观念指导城市规划的编制和实施,把科学发展观作为城市规划的指导思想,按照“五个统筹”的实质与内涵作为实现科学发展观的根本要求贯穿于城市规划的整个过程和各个方面。

Urban planning is the most important step for the urban construction and development of a city.We should master the scientific concept of development and show it out on the condition that people should regard human as the essential basis,realize and grasp the spirit of the scientific concept of development.We should analyse some problems in the urban planning using the concept of regarding human as the enssential basis to guide and carry out the city planning.We also should make the scientific concept of development use as guiding ideology and penetrate the whole process of urban planning by keeping the spirit of "Five Plans as a Whole" as the fundamental requirement.
