运管局长谈挂靠:简单否决是错误的

前些日子,一位不愿透露姓名的道路运输局局长向记者谈起挂靠。他说,挂靠经营和集约化经营是道路运输史的两个课题,挂靠经营不能一概否定,也不能一概肯定。你得承认它有历史起因,得承认现阶段还有存在的必然性。它最后一定会逐步走向集约化经营。但集约化经营不是对挂靠经营的否定,而是一种扬弃,一定程度上来看,集约化经营也是以挂靠经营为基础的。
