近代以来,日俄分别制定了以朝鲜和中国东北为主要目标的“大陆政策”“远东政策”。两国对外扩张政策的制定既有本国政治制度因素,又有一定的历史因素。由于它们的政策有着不可调和的矛盾,所以决定了日俄战争的历史必然性,而20世纪初的国际形势则为战争的爆发提供了现实条件。
