Web sites links is the key technology of world wide web and an important tool of internet information exchange and spreading, but it constitutes a menace to the disseminating rights of information web sites. This paper expounds and proves links technology itself which does not constitute infringement is not equal that web sites links acts does not constitute infringement is not equal that web sites links acts does not constitute infringement through analyzing different forms of expression of different links. On this basis, the paper probes into the issues whether they constitute infringement in the web
