中国取消农业税标志着“以农养政”时代的终结,正式步入了“工业反哺农业,城市支持农村”的后农业税时代。中国下一步应按照完善社会主义市场经济体制和建设现代国家政权双重构建的整体思路,全面深化农村经济体制、政治体制、文化体制和社会管理体制的综合性改革,重点推进农地产权制度、民间融资机制、乡镇政府机构、农民义务教育体制、县乡财政体制、农村公共产品供给体制、农业科技推广体制和国民收入分配制度、财政制度、户籍制度、就业制度、社会保障制度等一系列配套改革,为建设社会主义新农村提供体制保障、财力支持和动力源泉,不断增强农村经济的发展活力,不断扩大基层社会的民主政治。
