中国公共卫生支出政府间财政责任问题研究

The Study on Public Health Expenditure of Intergovernmental Fiscal Responsibility in China

本文分析了中国公共卫生支出政府间财政责任分担现状及其产生的问题,揭示了问题的成因,进而提出确立公共卫生支出的政府主导地位,合理划分各级政府财权事权范围,完善公共卫生支出的转移制度等对策建议。

This paper analyses Status and problems on the public health expenditure of intergovernmental fiscal responsibility,and disclose the reasons of these problems.On this base the paper points out that the government should be in the center of the public health expenditure,divide reasonably every level governmental range on fiscal and affair rights,impove intergovernmental transfers system of the public health expenditure.
