市场环境中公共图书馆核心职能的经济学研究——准公共物品、配置效率与信息公平

The Equal Public Goods,Allocation Efficiency and Information Equality:Economic Study on the Core Function of Public Library in the Environment of Information Market

我国图书馆学界对公共图书馆进行的微观经济学分析存在两点值得考量之处:一是将公共图书馆作为一个单纯职能的实体进行考察,二是认为准公共物品属性必然决定了公共图书馆职能由政府提供的配置效率。本文将从公共图书馆的公共物品属性、信息市场交易费用以及信息产业分工等方面入手,通过分职能透视,认为公共图书馆在信息市场环境下的信息公平保障职能已提升至前所未有的高度。

Currently,the micro-economic analysis for public libraries exist two problems which should be deliberated:First,the public library is considered as an entity of simple functions.The second is that the attribute of equal public goods of public libraries will decide the efficiency of allocation functions provided by the government.Through the analysis on the sub-functions of the public library,the author believe that the function of ensuring information equality of public libraries has been upgraded to an unprecedented height in the environment of information market.
