Research on Constructing High-efficiency Operating Mechanism of Basic Establishment Investing and Financing in Tianjin

本文从天津城市基础设施投融资体制改革的必然性,提出了在政府、市场、企业和政策法规等四个方面需要进一步深化。结合发挥天津城投资集团的主体作用,阐明了构建高效的投融资运行机制所遵循的原则,并对城投集团建立有效的经营管理模式和融资模式提出具体思路,最后为城投集团的发展设想了一个合理的盈利模式,从而促使其形成投融资的良性循环。

This article puts forward four aspects that need to be deepened from the inevitability of the city basic establishment investing and financing system reformation, they are government, market, corporation and policy. It combines main body function of the city investing group in Tianjin, and clarifies the principles that construct high-efficiency investing and financing mechanism should follow, and then advances detailed methods to this group on how to build effective operating and financing mode, at last, it assumes a rational profits mode for the development of this group to impel fine circulation of investing and financing.
