The Impact of Journal Editing On the Check of Copyright

《著作权法》是保护作者、出版者和读者三方权益的准则和武器。高校学报的编辑作为编辑部与著作权人之间法律的第一卫士,在编辑出版工作中对著作权把关,起着举足轻重的作用。学报编辑要在处理稿件的过程中尊重作者的发表权,学报编辑部要加强管理,尽快处理稿件,增强编辑素质,提高工作效率,争取在法定的时间内通知作者并及时履行告知义务。在审稿的过程中,要坚持文稿的政治标准与学术标准,把好质量关。编辑要尊重作者的署名权,制止不当署名行为的发生。在编辑加工过程中恰当运用修改权,要尊重作者的学术观点和行文风格,不可改变作者文稿的基本内容。把握好文责自负与编辑把关的尺度,保护作品的完整性。在编辑出版印刷过程中重视学报的汇编作品权,维护期刊社依法享有的汇编作品的著作权的合法权益。

Copyright Law has been serving as a powerful weapon for the rights of the authors, publishers and the readers. As a major guard maintaining the law between journal editorials and copyright owners, the edit of higher education journals prove a critical role in ensuring copyrights, taking precautions in case of unexpected circumstances. In the process of editing, Journal editors should assume the responsibility to pay sufficient respect to the author’s right of publication and provide necessary acknowledgements. The right of authorship should be emphasized in evaluating the essays. Although rights of revision are granted, editors should avoid harming the integrity of the works. Editors should give priority to the rights of compiling works in the process of publishing and printing in order to defend their own rights.
