在对ISO9000族质量管理体系的过程方法和政府过程控制进行深入分析后,提出了从对“事”和对“人”的双重角度进行过程控制的理论模型,将ISO9000与电子政务系统及绩效考核有机结合起来,论述了政务过程控制的体系结构,并建立了基于ISO9000的政务过程控制的一般应用模型。

Based on the further analyses on the process method of ISO9000 Quality Management System and government process controlling,the authors put forward the theory model of government process controlling,which is viewed from the two respectives: 'business' and 'person'.The model combines E-government system and performance evaluation organically.On the other hand,the structure system of the government process controlling is discussed and the common application model of the government process controlling is established in this paper.A specific example is also presented to validate the model at the end of this paper.
