新中国成立至今,中国环境政策历经了从萌芽到发展的演进过程,文章总结了环境政策在执行手段、作用机制、设计理念等方面的规律性,分析了目前我国环境政策在制定、执行、监督和公众参与方面存在的问题。

The Chinese environmental policies have evolved from faultiness to maturity through the past fifty years since the founding of new China.The paper sums up the rules of the implementing measures,functional mechanism and design idea of the Chinese environmental policies.It also analyses the problems in the constitution,performance,intendance and public participation of the environmental policies.
