Constructing our new countryside is an unprecedented great cause and it is also necessary and important for our agriculture,our countryside and our peasants.The author tries to examine this problem from a whole new angle of new public administration system's providing.The author thinks that the first important problem existing in our new countryside's construction is that the systems are inadequate and defective,and more attention should be paid to the problem.
