失业是长期以来全球各国面临的共同难题,许多国家经过长期实践,建立了失业保险制度,并在解决失业人员再就业方面采取了有效措施,取得了一些成功经验。本文在重点对日本失业保障制度的建立和发展历程、适用范围、运作主体、待遇标准、支付期限及资金筹措等方面内容进行比较分析的基础上,结合我国失业保障制度的现实状况,提出了我国在完善失业保障制度过程中可借鉴之处及启示。

Unemployment is a common long-standing problem all over the world.People have established an independent and integrated unempoyment insurance system in many countries by practises.The governments have managed to take all kinds of effective measures to help unemployed people to take up an occupation again.This thesis tries to make a comparison between China and Japan in the establishment and development of the Unemployment Insurance System,the appropriate sphere,the main body of practice,the economic treatment,the material benefits standard,the payments deadline and also the funds collection,etc.Thus the author tries to put forward a rationalization proposal and enlightenment based on the specific native conditions to perfect the unployment insurance system in China.
