摘要
创新型人才资源匮乏是制约河北省经济和社会发展的根本性矛盾,如何解决这一问题,一方面在于坚持好市场导向、结构导向、协调发展、超前培养、注重实效等基本原则;另一方面在于构建起多层面立体化的创新型人才资源综合开发机制。
Severe lack of innovative talents is a fundamental problem restricting the economic and social development of Hebei Province. To solve this problem, first we shall adhere to the principle of 'market -oriented, structure -oriented, coordinated development, advance cultivation and being practical' ; then we shall set up the comprehensive development mechanism for innovative talent resources.
