浅析我国政府采购中存在的问题及对策

A Preliminary Discussion of the Problems and Countermeasures in China's Government Procurement

《政府采购法》自2003年1月1日实施以来,对我国政府采购工作的有效开展起到了很好的作用,是市场经济条件下规范政府消费行为,抑制腐败的有效手段。但现行的政府采购在实施过程中仍存在采购规模小、监管不到位、操作不规范等问题。本文对如何进一步完善政府采购制度进行了探索。

Since it went into effect on January 1, 2003, Government Procurement Law has played a positive role in the operation of government procurement in China. It is an effective approach to standardize government consumption behaviors and restrict corruption under the condition of market economy. However, there are some problems in the operation of government procurement: small scale, improper supervision and non-standard operation. This paper discusses how to further improve the system of government procurement.
