Further Comments on Reasonable Orientation of Penal Adjustment

从我国目前的实际情况来看,我国刑罚配置的合理方向应当分“两步走”,即:当前实行“轻轻重重”,待社会转型完成之后,逐步实行轻刑化。这样,我国刑罚配置既体现了罪刑均衡原则,又蕴含了刑法的谦抑性、人道性的价值取向;既能够最大限度地实现刑罚目的,又能够符合世界刑罚发展趋势。

From the reality of our present social situation,the reasonable way of our penal adjustment should come in 'Two Steps'. The first step is for the present,when lightening of penalty is to be granted only to light crimes and penalty will be aggravated for serious crimes.After the completion of our social transformation,penalty lightening will be given to all case,which is the trend worldwide.
