江苏高校收费标准的利益分析

The Benefit Analysis of the Standard of Higher Education Tuition in Jiang Su’s Universities

高等教育不是义务教育,建立由国家、社会、学生家长和个人共同分担培养成本的机制,是《中华人民共和国高等教育法》规定的,也是世界上大多数国家的做法。江苏是教育大省,经济和教育发展水平都处于全国的前沿,但高校学费标准却低于全国平均水平,与经济与教育发展水平不相吻合,高校要求适度提高收费标准的呼声很高,能否提高,该文用公共管理理论进行了分析。

It is different form the obligatory education, the higher education is supposed to create a mechanism that the cultivation cost is sheared by the nation, the society, the student's parents, and the students themselves together, which is also prescribed by the Law of Chinese Higher Education and is the common way of the majority of the other countries using in the world. The Province of JiangSu is regarded as a big educational province and its development level of economy and education is also prior to the other parts of the country, but its standard of higher educational tuition is lower than the national average level, which is not correspond with its development level of economy and education. Now the universities are calling on improving the tuition standard. And with the theory of public administration, this paper is going to analyze whether the tuition standard can be improved.
