农村公路网建设融资——以政府投资为主的融资模式探讨

Financing for the Rural Road Network Construction——Study on the Financing Modes with Government Fund as the Main Source

农村公路建设滞后不仅成为制约农村社会经济发展的突出矛盾,而且阻碍着全国交通新的跨越式发展。文章针对农村公路建设滞后原因。提出改善农村公路的滞后状况必须转变政府职能,逐步完善公共财政框架下的地方税体系,增加地方财政收入,加大对农村公路的投资,同时应充分利用以工代赈等方式建设农村公路。

The rural road construction lagging has not only become an outstanding issue which limits the development of rural economy development,but also hinders the new leaping development of the national transportation.Aiming at the causes of rural road construction lagging,the paper proposed that to improve the rural road construction lagging,it is necessary to:(i) make government functions transition,(ii) gradually improve the local tax system under the public financing framework,(iii) increase local finance revenue and expand the investment in rural road construction and(iv) fully conduct the work-relief program in the rural road construction.
