Aiming at the general goal of highway maintenance work during the 11 th Five-year Plan,the article proposes the critical issues that we shall attach great importance to.It requires us to enhance the leadership and effectively improve the highway maintenance and management work in the 11 th Five-year Plan so as to inaugurate a new phase and accomplish a new crossover development.
