为了进一步规范行政立法,促进法制统一,通过从行政立法主体、立法权限的分配以及立法监督体制等方面考察了问题的成因,并对冲突的调制措施进行了探讨。认为中国目前的行政法规、行政规章、政府规章以及地方性法规之间存在相互冲突和重复立法的诸多问题,给执法、司法工作带来困难。
