摘要
"贵州瓮安6·28事件"暴露了当前我国重大群体性事件应对过程中社会动员机制不完善、行政紧急权力边界模糊不清、行政紧急措施的适用不准、应急终结难以适时等问题。为此,应从社会动员制度、行政紧急权力的配置与运行、行政紧急措施的适用规则,以及公民与法人合法利益受损的诉求制度等基本问题入手,构建我国重大群体性事件的应对机制,实现重大群体性事件应对工作的法治化、经常化。
