水资源流域管理与区域管理模式浅析

Analysis on water management institution based on river basin management and region management

通过对新《水法》实施后我国水资源管理体制的分析,在水文循环过程中表述水资源管理和利用的各个方面,论述了建立现行水资源管理体制的客观必要性。从水资源规划、开发、利用、保护和配置方面,分析了流域管理与区域管理相结合的水资源管理模式的内涵。结合我国有关将资源权属和资产运作相分离的改革发展目标,讨论现行水资源管理模式下的制度细化。

Based on the analysis of the Water Management Institution(WMI) stated in the newly promulgated《Water Law》 of China,this paper revealed the necessity of establishment of WMI as involved in a hydrological cycle and the different parts of WMI in one river basin.From the aspects of planning,utilization,conservation and deployment of water resources,the authors also analyzed the content of WMI based on conjunctive river basin management and region management.With the reforming objective of separating the capital management from the resources authority,this paper approached the details of present WMI.
