摘要
宪法是在一国法律体系中的根本法。实现宪法至上的前提条件之一是充分保障宪法稳定性。要从切实保证宪法内容的科学性和先进性、有效把握宪法规范的原则性和灵活性以及广泛适应性、充分利用宪法解释、合理增加宪法性法律和宪法惯例、严格限制宪法修改等方面综合保障宪法的稳定性,进而实现宪法至上。
Constitution is the basic law of a country. One of the premises of remaining its loftiness is fully to guarantee its atability. We should safeguard the content of it scientific and advanced and effectively grasp its principles, flexibility and its wide adaptation and strictly restrict its changes to guarantee its stability and then realize its loftiness.
