摘要
《公民道德建设实施纲要》的印发,为实施以德治国设定了基本的步骤和目标,同时也为法律的实施奠定了坚实的社会意识基础。要正确认识“法治”与“德治”的关系和“以德治国”与时俱进的内涵,认真研究解决在实施“以德治国”过程中遇到的各种矛盾。
The printing and distribution of Citizens' Morality Establishment Enforcement Regulations set basic goal and steps for the implementation of administering the country with morals and also establish firm social foundations for the implementation of law. We should correctly understand the relationship between 'rule by law' and 'rule by morals' and the connotations of 'administering a country with morals', do researches on and solve all kinds of contradictions in the process of 'administering a country with morals'.
