The transformation of surplus labor in countryside is an important problem arisen in the process of our modernization, it is also closely linked with “three farmers”. The important measures to be taken are as follows: regulate agricultural industry structure, expand the output of labors, speed up the establishment of towns, and develop private-owned economy.
