摘要 首问制是一种将效率与效益有机结合以强化机关效能建设的创新服务 ,是改革党政机关服务管理以强化机关作风建设的工作机制 ,是一种激活机关主体积极性、创造性的“以人为本”的全面发展观。 Primary desk clerk responsibilty system is a creative service of office which combines efficiency organically with profits to strengthen the efficiency of them. It is also a kind of work mechanism which reforms the service administration of Party and government office to strengthen the establishment of work style of them. It gives full play to initiative and is an all-round development viewpoint with human-oriented creation.
