Attracting investments from overseas is the breakthrough for Hangzhou to link up with Shanghai and participate in the cooperation and interflow in the Yangtze River Delta.Based on the comparison of the legal environment for investment in Hangzhou with WTO's Agreement for Investment Measures,the paper points out the shortcomings of Hangzhou in the legal environment for investment,and proposes specific suggestions to improve the legal environment for investment in Hangzhou.
