摘要
马克思主义的党政领导干部的选拔理论是围绕国家和政党理论展开的,但是,在前苏联的社会主义实践中,却时而偏离或违背了这一指导方针。由于理论上没有与时俱进,没有正视现实采取渐进方略不断改革干部制度,在实践中出现了重大的失误,致使前苏共走向没落势在必然。
Marxist theory on selection of government leader revolves around the theories of the country and the party. However, in the socialist practice of the former USSR, they often strayed and departed from this guideline. Because they didn't advance the theory with time and face the reality to adopt gradual means to reform the personnel system, the fatal mistake in practice led the Soviet Union inevitably to decay.
