Study on Human Competence

“素质”是近年来全社会使用频率较高的概念之一 ,也是歧义较多的概念之一。究竟什么是素质 ?什么是人的素质 ?迄今学术理论界仍见仁见智 ,从理论上疏理素质概念的发展变化脉络 ,系统探讨人的素质的涵义、特征、结构和功能 ,不仅有利于科学认识人的素质本质 ,而且有利贯彻“科教兴国” ,“全面提高民族素质”的发展战略 。

Competence” is one of the frequently used word in recent years that bears defferent meanings. What is competence? What is human competence? There are different opinions in academic field till now. Drawing clear the changing line of this concept, and exploring the definition, the characters, the structure and the function of competence are not only useful for us to understand the nature of human competences,but also to implement the strategies of “making our country strong by science and education” and “improving the whole nationality's competence” , as well as to carry out competence education completely.
