摘要
人力资本产权化 ,就是赋予劳动者与其人力资本对等的产权权能、产权权益和产权权责 ,使人力资本与物质资本等要素共同参与收益分配和承担风险。实现人力资本产权化 ,对于促进产权制度、分配制度、就业制度和社会保障制度等各项制度创新 ,推进整个社会人力资本结构优化具有积极的作用 。
changing -of -human -capital -to property rights means to give workers the ownership of their right, benefit and responsibility, so that they can participate the income allotment and undertake the risk with equality. Carrying out the changing -of -human-capital-to-property-rights can not only promote the innovation on property right system, allotment system, employment system and social security system; but also optimize the collocation of the whole social human capital; then finally increase the economic efficiency of business.
