Three Rural Problems' has its characteristics in upland areas. How to solve these problems is a question of struggle. The paper takes Wusheng County, an upland county, as an example to discuss the solutions to these problems, and then raises some practical suggestion to improve agricultural modernization, urban construction, farmer quality; and perform actual deeds for people.
