摘要
清政府在引进、使用和管理外籍人才的过程中形成了聘用有真实本领人才、重金聘请人才、合同管理人才和奖赏人才的四大政策,这些政策的实施,推动了人才引进工作,促进了中国早期现代化建设事业。
In the process introducing,employing and managing foreign talent,Qing Danasty's government developed of the policy with foreign talent.These may be summarized as follows(1)intorducing those persons with real ability;(2)employing foreign talent with high salary;(3)managing foreign talent with contract;and(4)awarding outsanding talent prize.the implementation of the policy improved the introduction of foreign talent and the forepart modernization of china .several disveral disadvantage existed in the policy inevitably.
