从源头认真分析上访的成因，主要是国家机关工作人员不依法办事和不依法纠正其违法职务行 为．以及信访机构不依法受理、办理信访事项，致使上访数量增加．信访工作量加大，上访人的合 法权益、党和政府的威信受损。

Some of the government workers don' t act according to the law and don' t correct their wrong doings. Concerning agencies don' t work legally and efficiently. All these cause greater amount of complaints and more loss to the Party and government and the complainers as well.
